Drinkers could be banned for between three and 12 months

Pub landlords in Reading are to vote on introducing a 'banned in one, banned in all' policy to the town's pubs.

Between 50 and 60 landlords will decide whether to enforce a policy where someone barred from one pub will face exclusion from all others as well.

The initiative is intended to tackle a hardcore of persistent troublemakers.

Police welcomed the move but said it would only be as effective as the commitment of landlords who impose it.

"What has happened historically is that where a landlord has decided they are going to ban an individual, other landlords have allowed them to go into their premises, which undermines the whole process," said Insp Andy Bagnall of Reading Police.

"We've been calling for this for over two years," he added. "But the reality is we don't get a lot of information."

'Huge problem'

Bill Donne, Chairman of Pubwatch, which is organising the scheme, said the problem was not a lack of commitment from landlords, but the sheer number of people who drink in Reading town centre.

Mr Donne said:

"It is a huge problem, how do you identify 20,000 people on the streets?"

Mr Donne said that increased use of digital CCTV which can print out immediate photographs of troublemakers, and the introduction of ID scan technology to venues was solving the problem.

Eligibility for the ban will be triggered by a charge for violence, or the intent to supply class A drugs in or around the premises of a participating landlord.

A photograph will be circulated to licensees and senior employees who have signed the Data Protection Act, and the individual will be banned for between three and 12 months.

"What we're saying is - come into town, enjoy yourselves, have a drink or two, but don't engage in violence or drugs," said Mr Donne.
